中国vs西方G8：做“老八”还是做“王八”

08中国新年未到，萨科齐、布朗就前后脚热情到访。看来中国这只08年的金蛋是越来越招苍蝇了……不过，这次“英法联军”的目标不再是圆明园，而是G8。中国到底要不要应邀加入G8？这确实是个令人头大的问题。还是让我们先看看别人遭遇的前车之鉴吧。
G8，作为这个世界上最大的富豪俱乐部，当然令无数国家心向往之。但是如何才算真正加入了G8，这答案却绝不象表面上那么简单。因为明眼人都不难看出：有的人虽然进了G8，却象没进一样；有的人还没进G8，其实却早已把灵魂和屁股都一起挤进去了……
谁进了G8却象没进，甚至还渐行渐远？当然不是别人，只能是俄国这个冤大头。众所周知，俄国进G8是为了表明他和列强有平起平坐的国际地位，因为俄国自认暗中排座位自己虽不是老大也该是老二。但同样众所周知，G8列强却从来都把这一行动“自然”解释为俄国签字承认了做“老八”，毕竟，你只是个后娘养的前敌国，收你是为了管你，难道还能宠你不成？因此，既然双方的基本观念如此冲突，我们也就不难理解，俄国为什么事实上只是一个G8边缘的坏脾气牢骚怨妇了。
谁又是没进G8胜进G8？当然也不是别人，只能是那个号称“地球上最大的西式民主国家”印度。众所周知，从英帝国到美帝国，工业化时代的地球一直由英语世界主宰。而作为前大英帝国和现英联邦的密度重心，英语印度一直是英美帝国主义心中割舍不下的一块贴心肉。只要印度愿意，他们随时欢迎印度重新投入怀抱。因此，印度现在虽然还在扭扭捏捏装矜持，说什么不能一下子为了交富朋友而忘了第三世界穷朋友，但究其实那不过是在讨价还价罢了。印度精英界对G8列强的心仪认同早已是路人皆知了。看见不，美帝西方不但肯为“印度经济优于中国论”编故事打气，而且还肯宽恕印度私造核武的“大规模杀伤”不赦之罪，G8列强对印度还哪有一点见外的意思？他们早就把印度当一家人看待了，尽管这个家人的身份依旧还只是“如夫人”……
综上可知，加入G8与否，并不会让一个大国真正改变其与列强的亲疏融合度，更不会真正改变其国际地位。而G8列强之所以邀请中国，也并非因为他们真心希望中国融入“国际社会”，真心认可中国地位的提升。他们唯一想做的事就是请君入瓮：A，加入G8签字做乖乖“老八”（俄国印度到时当然就成老九老十了）；B，拒绝加入G8你就自取孤立真的成了瓮中之鳖活“王八”……
当然，中国人民是既不愿做‘老八”更不愿做“王八”的。事实上，中国政府也早已识破了列强的险恶用心，所以至今一直在用不置可否的第三条路即“观望”来和列强打太极。然而时不我待，犹豫观望毕竟只是权宜之策，这就好比华尔街的股票游戏：你一心做牛会赢，一心做熊也会赢，但犹豫摇摆于牛熊之间，时间一长就一定会输……
有人以为，只要我们对列强多讲讲文明友好不搞对抗，列强也就会对我们多斯文一些。然而孔夫子早就告诫过我们，有文事者必以武备，讲文明从来都是要有资本的。中国经济再如何看好，毕竟也只是一国之力，再过一百年也敌不过北约驻军统治下的G8列强。正所谓好汉架不过人多，我们目前的区区国力又哪里足够和人家讲文明友好？对于一个孤立无援的“文明国家”，人家究竟会如何对你完全是件随机而没有保障的事情，心情好就友好一下，稍有看不顺眼马上就可以往死里踩你这个出气桶……
有人以为，只要我们全盘开放彻底全球化我们就不再会孤立了。然而残酷的事实告诉我们，正是全球化本身正在一步步把我们中国变成一个真正的孤儿！看见不，伴随着我们对外开放外交的深入，我们割肉让利支持过的周边邻居无不开始露出他们惟利是图的本色，不但韩、印、越、菲、印尼等等越来越两面派，甚至朝鲜也敢甩起无赖，而巴基斯坦、缅甸、泰国等等我们的利益攸关者无不被列强导演的动荡所淹没，再加上那个说独就独的台湾……总之，虽然我们认为对他们全有恩，他们却对我们全有仇。我们一味靠文绉绉外交讨来的政治安全今又何在？看见不，伴随着我们对外开放经济的成长，我们曾几何时可以抵抗外部金融风暴的人民币汇率已经开始听人家的话跟着涨了，我们曾几何时特立独行的股市已经开始听人家的话跟着跌了……我们一味靠接轨全球化支撑的经济安全今又何在？
因此，对于我们这个21世纪的“中国孤儿”，我们的当务之急根本不是问要不要融入世界，而是问要怎样才算真正融入世界。因为事实已经很清楚：我们一味的以孤儿身份“融入世界”根本就是不可靠的，而只有另起炉灶“有所不融入世界”才是真正的“融入世界”！
那么，怎样才算是“有所不融入”的“融入世界”？那就是要我们不再以一国的孤儿身份而是要以新兴国家集群的代表身份来与G8列强接轨对话。众所周知，当今的世界利益格局早已经不再是按冷战时代的那三个世界划分，而是有了新的三大世界：西方的老牌经济支柱，东方的新兴经济引擎，以及其他边缘化国家。而作为“新兴经济”的领头羊，中国完全没有必要去按西方老牌阵营的逻辑来考虑加不加入G8等世界旧秩序，而完全应该利用有利时机建立我们自己的阵营。比方说，西方不是有所谓BRIC“金砖四国”、VISTA“展望五国”等等的流行说法吗？我们完全就可以考虑把流言的生米做成熟饭，通过绝对不同于美帝大棒的各种智慧手段组织一个我们自己的印钞机器“金砖组织”来对抗G8这个印钱比赚钱更快的机器（当然其成员国还要视实际有所增减）。具体而言，对于俄罗斯这样的狐疑国家，我们可以晓之以理；对于印度这样的骑墙国家，我们可以诱之以利；对于巴西这样的青春国家，我们可以动之以情；对于澳洲这样的转向国家，我们可以待之以时日……总之，一个一个来，等到我们的“新人民币”经济后院建成之时，我们就再也不是什么“中国孤儿”而成了世界的必需组成部分了。因为世界不仅需要一个G8这样的货币经济霸权体系来做支柱，也需要另一个破除“单引擎飞行”危险的货币经济备份体系。为世界政治做双备份，为世界经济提供“双引擎”，这就是历史和全人类交给我们中国的任务，我们必须替天行道。
回首历史，多少机会已经让我们错失。我们还观望什么等待什么？等着做自取其辱的“老八”还是瓮中的“王八”？虽然另立山头是个十分艰巨的任务，但也未必是不可完成的任务。只要我们付出了十二分的努力再加上一点点好运，那么也许我们真能等到“融入世界”的那一天。想想吧，当我们可以左手拿着“金砖”印钞机、右手拿着加强版的上合组织和印度洋后院（另文待述）之时，我们的这对经济安全与政治安全巨手将向全世界宣告，我们已经不再是“中国孤儿”，我们的朋友遍天下……
